Corporate filings extend the chain. Singapore records list Innovative Connecting's shareholder as Lemon Seed Technology Ltd., registered in the Cayman Islands. The Chinese security company Qihoo 360 reported in its 2019 annual report that it had acquired Lemon Seed together with two related Singapore entities, one of which develops a second VPN app sharing directors and site assets with Turbo VPN.

Two later events are matters of public record rather than interpretation. The US Commerce Department added Qihoo 360 to a restricted entity list in 2020 on national security grounds, and the US Department of Defense listed the company among Chinese military-linked companies operating in the US in 2022. None of that describes what the Turbo VPN app does on your phone. It does describe who is in a position to decide what it does, which is the question a VPN's ownership is asked to answer.
